Challenge

Community health hubs are becoming the primary anchors of community care. With this in mind, the County of Orange sought to replace aging facilities with a unified public health campus capable of supporting 24/7 emergency operations, including Emergency Medical Services, a Public Health Laboratory, pharmacy, administrative divisions, and the Agency Operations Center. Located across from the Orange County Great Park, on the site of a former Marine Corps Air Station, the facility needed to focus on operational efficiency while ensuring long-term adaptability and sustainability.

Solution

Gensler delivered a fully integrated 70,000-square-foot campus through a collaborative, human-centered design-build approach. A bright and welcoming lobby, intuitive wayfinding, and shared amenities promote transparency and welcome public health workers. The building’s wing-shaped form acknowledges the site’s aviation history, while materials reflect the surrounding landscape. The design team embedded flexibility through modular planning, secure airflows, and space reserved for future expansion. High-performance systems, all-electric infrastructure, and native landscaping support long-term resilience.

Impact

The OC Health Care Agency sets a new standard for designbuild delivery, completed on time and on budget in just 24 months. Consolidating the county’s original multibuilding program into one structure improved efficiency, reduced energy use, and strengthened collaboration. The facility enhances user well-being with daylight, biophilic strategies, and ergonomic planning. Designed for 24/7 operation and future expansion, the campus strengthens the region’s emergency readiness while providing a dignified workplace that reflects the county’s mission of service, equity, and community health.
