Singapore’s public sector is redefining how government agencies operate — consolidating real estate, modernizing workplaces to attract talent, and designing for greater resilience and sustainability. Enterprise Singapore sought to unify two previously separate agencies under one roof without losing the distinct cultures each team carried. The new headquarters needed to attract talent, support flexible work, and serve as an accessible hub for the nation’s diverse enterprise community.
Leveraging global standards with local insight, Gensler integrated interior design and change management to support Enterprise Singapore’s transition into a unified headquarters. Gensler strategists delivered change workshops and townhalls with the project team and Change Champions, supported by branded communications, videos, and a gamified quiz booth. Staff participation shaped modular spaces across seven floors, reflecting Singapore’s diverse enterprise landscape.
The result is a workplace shaped by the people who use it — one that champions collaboration, celebrates diversity, and reflects Enterprise Singapore’s ambition. Staff co-created every design element, ensuring satisfaction and personal expression. The headquarters sets a new model for sustainable, adaptable government offices. The design elevates Enterprise Singapore’s ethos and strengthens connections between employees and the nation’s enterprise culture, inspiring engagement and making a shared identity visible every day.
